Subject: Mr. Delcambre contacted my cell phone while I was enroute to Orlando. He stated that they have removed the 750 gallon AST that was previously on site. That AST has had all product removed and has been pressure washed out. They have installed 2- 500gallon AST's that are stil inside a containment dike. Both tanks are unregulated per 62-762, F.A.C.

Description: AST #4 is a SW shop-fabricated steel tank by unidentified mfr. in a diked concrete secondary containment that is coated with epoxy on the inside. All piping for bulk facility is above ground with anti-siphon solenoid valves. The pressurized, underground portion of the piping for the Card-Lock site is "DW" 2-inch rigid FRP (unidentified mfr.) in a "secondary" of 4-inch Sch. 40 PVC. This will have to be upgraded to approved material by the deadline of 12/31/2009. Dispenser Sumps for the Card-Lock are by unidentified mfr. Release Detection is visual inspection of ASTs, concrete containment, above-ground piping and Dispenser Sumps below Card-Lock site. DW piping underground interstice has inspection ports at the low point, according to the installation notes from 1996. SPCC plan on file from 11/9/04.

Check the number of tanks listed on the registration placard. Can the facility owner/operator produce a registration form to document submittal to DEP? At the time of tank closure, a registration form should be submitted showing the change in tank codes.

Description: Note: Discovered during inspection that the registration for the storage tanks was backwards. Taminco is resposnible for 1-1000 gallon unleaded, 1-1000 gallon diesel, 1-10,000 gallon mineral acid tank and 50 hazardous substance tanks. Spoke to FDEP, when I get back to office I will e-mail them the information so they can reverse ownership with Air Products. Air Products now only operates 2 storage tanks. The mineral acid tank has a CIP dated 6/21/06. Both fuel storage tanks are equipped with Morrison Clock Gauge EQ-527 and anti-syphon selenoid valves. Both tanks inside concrete containment dike certified by P.E.

Description: AIR PRODUCTS bought by TAMINCO 9/26/06. Air Products now operates only two storage tanks: H2DIES- A 12,000 gallon DW AST at the truck terminal EQ#-371. It is equipped with an interstial sight gauge at the bottom of the tank, a Morrison Clock Gauge EQ#-527 and anti-syphon selenoid valves with T52 valves below dispensers. The dispesner liners is a steel box equipped with a transition access port for visual inspections. Tank 9 R/R- Is located at the locomotive. It is inside a concrete dike containment and is equipped with a Morrison Clock Gauge EQ#-527 and anti-syphon selenoid valves. There is a T52 valve below the dispenser and the liner is a steel containment. Ther is also an observation port to allow for interstitial monitoring. No leaks observed during inspection. RD- monthly visual inspections of tank and/or piping interstice and visual inspections of containment area.

Containment device must have DEP Equipment Approval. Containment device usually mounted on vertical riser. However, facilities with remote fills defer to that point for spill containment. Spill containment devices may be constructed of concrete, however the devices must meet .501(1)(e) standards. TCI section: Even though this is a Category-C standard, shop-fabricated ASTs were required to have such by January 1, 2000. If any of these existing spill containment devices are damaged to the extent of compromising their function, this question should be marked out of compliance. It is a good practice to accumulate a library of tank system specifications for either your office or yourself. A PSSC is not required for any work involving an AST. Have a familiarity with these reference standards. Document your observations. NFPA 30 Chapters 2 and 3: Tank Storage, Piping Systems. NFPA 30A Chapters 2-4 and 10: Storage, piping, valves and fittings, fuel dispensing systems, marine service stations. PEI 200: Chapters 3, 4, 5, 6, 7, 8, 9, 10, 11, 13: Foundations, Supports, Anchorage, Dike Field Areas, Vaults and Special Enclosures, Tanks, Pumps and Valves, Fill Gauges and Vents, Pipes and Fittings, Corrosion Protection, Environmental Protection, and Testing. Be familiar with environmentally related issues in these referenced standards. You may want to contact the Fire Marshal regarding potential NFPA violations involving fire hazards [emergency power cutoff, securely mounted to island, etc.]. Personally verify as much of the installation process as possible. Refer to the installation inspection tasks described in the preface to this manual. If you are not able to verify certain aspects, get a written statement from the contractor that the standard was adhered to. Document. Document. Document. Verify and write down the make and model of all approved equipment installed. Note the date of each separate visit and what was observed at that time. Note items that pass or fail.

Comments: Refer to .801(4)(b) for exemptions to a full closure assessment report. In cases of existing contamination, a limited summary closure report may be all that is required. Note that closure of ASTs less than 1100 gallons not in contact with soil are exempt from performing a closure assessment. Instead, a visual certification may be performed, and the report must be submitted within ten days to the local program. The inspector needs to make a thorough examination of the system file history prior to the closure event. Research prior discharges, information on STCM and PCT. Check for the cleanup program disposition of all reported discharges. Look at any readily available CAR/SAR documents that show where contamination is present. If the local program performs plan reviews, this is a good time to discuss the extent of closure that will be required at the facility. See rule 62-762.801(4)(c) and 62-762.211(2)(d)1 for closure assessment requirements.
