| Message: | Good Afternoon, I am contacting you to inform you of a FDEP Aboveground Storage Tank Compliance Inspection for 9801829 Parkway Place 1 at 6680 Southpoint Pkwy, Jacksonville, FL 32216. In reference to our phone conversation, I have you scheduled for a routine compliance inspection next Wednesday, December 23 @ 11:30 AM (possibly earlier if you are available, as I have an earlier inspection that morning). Because of such short notice and the upcoming holiday, I will not require the documentation until December 28, 2020. Feel free to contact me if you have any questions regarding the inspection or the required documentation. Email may be the best form of communication. Here is a breakdown of the paperwork I would like to review for the inspection. Since the last inspection was done on February 12, 2018, I will need to review the Financial Responsibility (CFR) forms, testing and monthly inspection records, and current Placard for the timeframe covering March 2018 up to December 2020. New Regulatory rules stated: : Any documentation produced on January 11, 2017 and going forward will need to be kept for three years. Records to be reviewed: Due to current circumstance and social distancing protocols, all records will be requested prior to the inspection. Please send all records below via email or fax (904-630-3637). All records will be reviewed off site. 1. Storage Tank Liability Insurance Policy: 2017-2018, 2018-2019, 2019-2020, 2020 - 2021 2. Financial Mechanism (Part C or D form) or Letter from Chief Financial Officer (Part A): 2017-2018, 2018-2019, 2019-2020, 2020 – 2021 3. Certificate of Financial Responsibility (Part P form): 2017-2018, 2018-2019, 2019-2020, 2020 - 2021 4. Placard issued (Must be POSTED ON SITE): 2019-2020, 2020 - 2021 5. Monthly Visual Release Detection Records: March 2018 - December 2020 6. Electronic Release Detection Monthly (If applicable to your system): March 2018 – December 2020 7. Annual Operability Tests (Overfill/Release Detection if applicable to your system): 2017, 2018, 2019, 2020 Due to current circumstances and social distancing protocols, a representative must be present to provide access to all of the equipment. The components are to be opened by the representative while the inspector will maintain at least a 6’ distance. Once opened, the representative will be asked to move away and the inspector will view the components and take photos to review off site if needed. If there is an alarm inside the facility that is accessible to the inspector while maintaining social distancing, it will be inspected. If this cannot be done, the representative will be asked to perform the inspection and take photos for the inspector. | Comments: | The electronic monitoring unit is a system consisting of a sensor, wiring, and a panel. The sensor and the component that it monitors are exempt from the visual inspection process. However, the proper operation of the remainder of the electronic system must be verified on a monthly basis. One way to test is to activate the panel alarm switch. Depending on the system in place this test may check the alarm light, alarm horn, or the circuit continuity between the panel and the remote sensor. This test procedure must be documented by the facility, as required in rule 762.711(2). The remote verification feature meets this requirement, such as the Veeder-Root Simplicity system. | ||||||||||
