| Subject: | Met with Keith [partner and operations manager] and Angela Brammer onsite. Keith explained that the there is no way to hydro the piping transition sump, outside the containment, because it connects to an open concrete culvert, that runs the entire length underground to the pumps. It appears that the piping is not in contact with soil, but un-inspectable. The piping is double-walled and the interstice is open in view of the piping sump. Keith wanted some different options on how they could comply with the anti-siphon valve rule. I told him that an anti-siphon valve would need to be installed at the piping closest to the tank shell, and that an emergency shear valve would need to be installed at the dispensers, per NFPA 30A. I told him the other option would be to terminate the piping before it leaves the containment area, and put the dispensers in the containment area, with long hoses to fuel the planes. He said he would reach out to some vendors and let me know what he decided. Keith also stated that they no longer use Jet Fuel, and was considering taking the tank out-of-service. I inspected the interior of the tank, and it appears that it contains less than 1" of fuel. I instructed Keith to secure the system from being filled and to register the tank as out-of-service. He placed a lock on the fill cap. | ||||||||||
