Description: On site with Mr. Mario Suarez (Owner) 305-534-1132 for an annual compliance inspection of a 20,000 Gallons, double wall, fiberglass clad steel, compartmented underground tank. The tank was installed on 10/31/1996. The registration information was verified and no changes were noted. The State registration placard is current for 2016-2017 and properly posted on site. Certificate of Financial Responsibility is available and current. The tanks are insured with Commerce & Industry under policy number (007510177) and coverage is running from 6/13/2016-6/13/2017. Written Release Detection Response Level is posted on site. Annual Operability Test is not available (NCLI) Annual Inline Leak Detection Test is current and available. Test was performed by Discovery Tank Testing on 10/11/2016 and passed. Tank is exempt from the Breach of Integrity Test since it is a double walled manufactured tank and was installed prior to July 12,1998 Monthly Visual, Electronic Detection, and Monitoring Well logs are available, 24 months noted. The logs are done by facility staff Electronic release detection is monitored through the Pneumercator 1001. At the time of the inspection the device was not operational (NCLI). The device is used for the monitoring of the interstitial space of the tank since the rest of the system is visually inspected. As per Mr. Suarez the device stop functioning a month ago and ever since the tank interstitial port has been checked manually by dipping the tank daily. Mr. Suarez also showed me the replacement circuit board to repair the Pneumercator. Mr. Suarez mentioned he is still waiting on a part to fully assemble the Pneumercator and have it back up and running, he is expecting to have it operational soon. At the time of the inspection the interstitial space was checked and it appeared to be dry. There is a total of (2) dispenser on site, the dispenser liners were dry and the shear valves appeared to be properly braced. Hoses and nozzles are all intact. Fill port & vapor recovery lids were properly marked as per API standards. Fill port & vapor recovery watertight caps contained gaskets and had tight seals. Fill ports and vapor recovery spill containment buckets were free of liquid. All the STP contain mechanical line leak detectors. The STP components on all tanks were in good conditions. All the sumps had the piping boots pulled back for release detection. There are no sensors on the STP sumps. The sumps are visually inspected. There is a total of (4) monitoring wells on site installed. All monitoring well concrete pads and lids were intact and properly color coded. All monitoring well watertight caps were locked or properly secured and contain gasket. All monitoring well collars/risers were at least 1 inch above the surface and the containment appears to be properly grouted. No visual evidence of free floating product or sheen observed, as well as no product odors were detected during the inspection of all the monitoring wells. All monitoring wells DTW/D was measured on 11/30/2016, on this date water column levels were determined adequate for release detection meeting the 3 ft requirement. A Non compliance letter was issued addressing the following deficiency noted during the inspection 1) Repair the Pneumercator panel for continuous monitoring 2) Perform the annual operability test certifying the Pneumercator panel and submit results to cabrev@miamidade.gov A copy of the inspection report will be sent via email to the station representative Mr. Mario Suarez at saratacher15@aoll.com for facility records. Tank #T6 is filled from Tank #T5E. Mineral spirits are pumped from Tank #T6 to Tanks #T1, T2, T3, and T4 (manually controlled pumping, occurring about twice a week to each tank). Piping has been adjusted since last inspection so mineral spirits can also be pumped to a mixing tank 3 or 4 times a week for solvent based aluminum coating, according to operator. Tank #T6 is not a flow through process tank because it is used for the storage of regulated substance before its introduction into the process. There is not a steady, variable, recurring, or intermittent flow of materials during the operation of the process. Release Detection: Visual inspection of storage tank system components including interstitial monitoring port. Tank is located on concrete slab within a concrete containment area (containment area does not appear impervious). Tank is equipped with: -Product label. -Exterior coating. -Normal and emergency venting. (2) Remote fills. -Remote fill within containment area and within a spill containment box. This fill is not used according to operator. Tank is filled from Tank #T5E. Approximately 160 feet of remote fill piping from Tank #T5E. Piping is aboveground, coated steel. Piping has been repainted since last inspection. -Overfill protection - OPW 61-F Stop overfill prevention valve in fill according to installation plans. Fuel level sight gauge is present, but is not visible from Tank T5E. -Electrical grounding. -Supply piping is located within the sealed, concrete containment area. Piping is equipped with a manual isolation valve at the tank outlet. Forwarding pumps (to process tanks) within the containment area. -Tank interstitial monitoring port checked, dry. No leakage noted at tank system.

Description: The Storage Tank Facility Inspection cover page report indicates that the product is diesel. If that is the case then the appropriate API 1637 color code for the fillport would be yellow. The 7-23-2007 inspection finds that Inspector T. Rahrig has given instructions about color coding the fillport yellow. The fillport is colored green. The 2007 inspection has noted that there is no overfill device noted on the tank registration. Recommended registration update has not been performed to accurately illustrate the overfill device. The 2007 inpection found the Incon 750 Box Alarm inoperable. My inspection finds the Incon 75 Box Alarm with an alarm in the printer and the sensors reading normal. MJ
