Description: On November 16, 2018 Jason Golden of the DEP Marathon Branch Office, met with Israel Salgado, facility representative, to conduct the annual unaccompanied Quality Assurance/Quality Control (QA/QC) tanks inspection audit at the Shell gas station at the Ocean Reef Club in Key Largo. An on-site audit of the health department inspector during the inspection proceedings and a post-inspection audit at a different facility unaccompanied by the health department inspector are performed each year to monitor tanks inspection protocol completeness in the delegated inspection program. The facility consists of three dispenser islands and five tanks: Tank # 6 – 1,000-gallons (aboveground, Mid-Grade/No Ethanol) Tank #7 – 15,000-gallons (underground, Regular) Tank #8 – 15,000-gallons (underground/compartmented, 5000 Regular/10000 Premium) Tank #9 – 1,000-gallons (aboveground, Waste Oil) Tank #10 – 1,000-gallons (aboveground, Diesel) During the site visit, the DEP staff conducted a thorough inspection of the dispenser islands, tanks, sumps, dispenser pans, interstice gauge, spill buckets, and piping. The records were reviewed and found to be well maintained. In addition, the violation cited (no system tests for spill buckets, dispenser pans, and STP piping sumps) by the County inspector during the Routine Compliance Inspection conducted on November 5, 2018, was found to be resolved. All system tests were completed on November 14, 2018. The County inspector sent the Return to Compliance Letter. A Storage Tank Registration Form was sent on November 13, 2018 to update the information I the system.

Visual inspections are recorded monthly and appear accurate. Certification of Financial Responsibility form is current. Current certificate of insurance reviewed. Reviewed accurate photos and site plan in data base. Lat Long data verified in SWAP. Annual overfill and release detection tests emailed to office. Inspected double wall vaulted Convault tank with dry spill containment. Hi level alarm in conjunction with manual sticking for overfill prevention and continuous interstitial monitoring provided by Omntec OEL 8000II. No current alarms. System Diagnostic Test functioned correctly, audio and visual alarm functioned. Solenoid valve used for anti-siphon on black iron suction line. This line also has a flow shutoff ball valve at tank. Tank contents identified with color coded spill containment. Containment is dry and maintained. Aboveground black iron piping travels into generator room and is available for visual inspection. Piping appears to be in good condition. A two inch vent is hooked up to the generator day tank and vented through the building roof. System corrosion protected and in good condition.
