Subject: Mark Gillman and I returned Mr. Bob Fingar's phone call regarding the cleanups at the Gretna Food Store/former Gulf Oil station (Facility ID #208519558) and the City of Gretna Maintenance Yard. Mr. Fingar stated that he has a client who is interested in buying the Gretna Food Store property, and that he is concerned regarding the liability issues from the contamination originating from the City of Gretna Maintenance Yard facility. He asked about the status of the cleanup of the contamination originating from the City of Gretna Maintenance Yard facility. I informed Mr. Fingar that the Department met with the City of Gretna and provided compliance assistance to compel them to initiate the cleanup of the contamination. Mr. Gillman informed Mr. Fingar that we have yet to receive a Site Assessment Report, but that we did receive some inquiries from some consultants regarding the work that is required at the facility. I informed Mr. Fingar that it appeared we would have to forward a Warning Letter to the City of Gretna, and we ended the phone conversation.

Subject: On this day, Mark Gillman (FDEP NWD) and Kellie Scott (FDEP OGC) met with Mr. Antonio Jefferson (Gretna City Manage) and Mr. Harold Knowles (Gretna City Attorney) to discuss the contamination at the facility. We explained the need to move forward to determine the extent of the contamination that was discovered as part of state-funded cleanup at adjacent property, and reported in the "Forensic Investigation Report, dated August 27, 2009. We explained that there were no state funded cleanup programs available, and that the City is responsible for the assessment and remediation of the property. We explained that the Department is willing to work with the City in setting a timeline for the assessment and remediation. We ended the meeting asking that the City submit an updated registration form and inform us of how they intended to move forward with the assessment.

Subject: On this day, I contacted Mr. Antonio Jefferson (Gretna City Manager) regarding our meeting on December 20, 2011. At this time, the registration has not been submitted, nor have we recieved a response regarding the City's intention for assessing the property. I called specifically to find out if the City had made any efforts to initiate an assessment of the property. I explained again that there were no state-funded programs available to address the contamination, and that the responsibility was the City's. I explained again that the Department might be willing to enter into a consent agreement subject to the City's cooperation. I suggested that the City contact an environmental consultant to initiate a site assessment. I also asked that the City respond by letter as to their plan of action. Mr. Jefferson stated that he would submit the registration within the week. I did not get a time commitment on the City's plan of action letter.
