| Comments: | Installation - verify that the line leak detector has been installed during the final installation inspection. Compliance - check to see that the unit is present. Examine the annual function test data - a pass alone is not sufficient. The tester must demonstrate 3.0 gph discharge detection for the mechanical (flow restrictor). Note that the electronic (auto shut off) line leak detector does not need an annual test, but must still be able to detect a 0.2 gph leak after it has been tripped at 150% line operating pressure. Replacements - unit must be tested out of the box - function must be proven. 3.0 gph = 185.4 ml/min (To convert milliliters/minute to gallons/hour, multiple the milliliters by 0.0162162; or, 1 gph equals 61.8 ml/min). Values greater than 186 ml/min fail. Values less than 185 ml/min mean that the line leak detector will activate at a more restrictive rate. | ||||||||||

Tank #1: (1) Custom Tank Technology 1,000 gallon double walled steel emergency generator (EQ# 249) AST containing diesel fuel. Exact removal date according to facility records was on 08/27/2016. Tank was removed by Power Distribution according to closure application. No closure assessment required. A double walled AST with no history of a positive response of the release detection system is not required to conduct a closure assessment. This facility has no record or any discharges. No program eligibility. Operator stated that the tank was in good condition at time of tank removal. No physical issues noted from previous inspections. According to closure application, tank#1 is being relocated to another Suncoast Shools facility located at 5701 E Hillsborough Ave. #2415, Tampa Fl. Operator stated that tank# 1 has been empty for a year. There were no signs of spillage noted during inspection. No signs of contamination (soil staining, sheen, product, petroleum odor) noted. Area where tank was located is now vacant, see photo. Piping was contained in the storage tank/generator unit. Removed with tank. No forms left at the site. STRF was submitted for closure of Tank #1 on 8/24/2016. Monthly inspection records for from April 2015 to July 2015 were reviewed. Records from August 2015 to present were not available for review. Operator stated that the tank has not been used since July 2015. Reminded operator to ensure that all visual inspections are performed once a month not to exceed 35 days in between unless tank has been properly placed out of service with EPC. Tank #1 was removed from site on 8/27/2016. No further action required. Disposal manifest for tank and product must be submitted to EPC within 60 days. | ||||||||||
