Description: The documentation inspection was conducted on 2/11/10; the physical inspection was conducted on 2/23/10. This facility consists of 1-4000 gallon double wall steel sub-based above ground storage tank. Release Detection- The release detection method for this facility is monthly visual inspection of the tank, piping, and spill bucket. The interstitial space is monitored electronically. (Franklin, EQ-161) An annual operability test of the sensor is required. Physical Inspection- The tank is sub-based connected directly to a generator for emergency power. The tank and piping were in good condition. (See NOTE-1) Overfill protection is provided by a calibrated stick; a Krueger level gauge is also available. The spill bucket was dry. There were no interstitial alarms during the inspection. One normal and 2 emergency vents were observed. The tank is labeled. Documentation- The proof of insurance, Certification of Financial Responsibility (CFR), the Release Detection Response Level (RDRL), and the 2009-2010 Placard were available. Monthly visual inspections were available from 2/9/09 to 1/29/10. One inspection period exceeded the 35 day time limit; (See NOTE-2) the inspection documentation appeared to coincide with physical inspection observations. Testing- The interstitial sensor was tested and passed by Pasco County on 7/29/09. NOTE 1) Some corrosion was observed on the top of the tank. It is recommended that these areas be recoated. 2) 5/11/09 to 6/23/09- Please schedule inspections so they do not exceed the 35 day time limit.

Description: TCI Annual Compliance Inspection CH.62-761 On site with Jay, Clerk, to conduct an Annual compliance inspection. Contact telephone number 305-634-6865 Pedro Erigoyen. Registration placard is current. Financial Responsibility is not current Monthly Visual logs and monitoring well logs were current and available. Fill port lids are not properly color coded. Fill ports have watertight caps contain gaskets and have a tight seals. Fill port spill containment buckets are free of liquid and release valves are in place. All STP sumps have liquid that needs to be removed. Liquid sensors are placed in the correct position. Piping boots are pulled back, and line leak detectors are properly installed. All dispenser liners are free of liquid and shear valves are properly braced. Pneumercator system is not working properly. The system has to be in working condition to provide continuous monitoring. Leak detection devices annual operability tests are not current. There are a total of 12 monitoring wells on site. All wells lids need to be properly color coded and locked. Wells # 7 and 8 need new caps. All monitoring well concrete pads and lids are intact . All monitoring well pipes are at least 1 inch above the surface and the containment appears to be properly grouted. No visual evidence of free floating product or sheen observed, as well as no odors were detected during the inspection in all monitoring wells. Note that free floating product was noted in well #8 in the last inspection dated 12-08-08. All monitoring wells DTW/DTB were measured. Water column levels were determined adequate for release detection meeting the 3 ft requirement. Site diagram and Photo in FIRST A signature could not be obtained, because the report was done in office. A copy was e-mailed to contact.

Description: 2010.02.24 Southern Pump and Tank (PCC # 1256773) were on site conducting the tank install. The deadmen were in place when I arrived on site. The building permit and the NPDES permit had been issued and were displayed. The first tank is a Modern Welding Glasteel 16,000 gallon underground storage tank (UST). It is compartmented into two sections, each containing 8,000 gallons. The UL number is 724145. The vacuum reading when it left the factory was 20hg and the vacuum at arrival and at installation was 21hg. The second tank is also a Modern Welding Glasteel UST. It is a 16,000 gallon tank. The UL number for this tank is 724168. It also appeared to be in good condition. The vacuum remained at 21hg from the time it left the factory until the time it was installed.
