Message: Dear Mr. Payne: Thank you for your letter dated July 20.2015 informing me of a non-Compliance status of our facility and copy of your report.I have reviewed the report and do not fully understand the Inspection results. I would like to meet with you to discuss the results in detail.As you are aware, these tanks have been out of service and no longer used for more than 40 yrs. As I recall in reviewing your previous records, the owners at that time removed all the gasoline from the thanks and reported them closed.We have had annual site inspections by the F.D.E.P office (Sara Merritt) We were expecting to have the tanks removed or closed in place through the LSA program or some other program. I will be in touch with Pollution Storage System Specialty Contractors to get bids and seek funding immediately. It is our intent to comply fully to rules.I will keep you informed of all actions. The rupture basin sensor was tested on 12/22/2017 by All Pro Road Service, Inc., which performs inspections for Walgreens It is recommended that the rupture basin alarm be identified on the annunciator panel in the office, and not merely go into alarm at the tank, which is a good distance from the building. It is also a recommendation that the facility have a tank chart and measuring stick to check the tank fuel level against the pop up level gauge. Records are current, and registration placard is posted up front and in the generator logbook. No violations noted.

Description: A Petroleum Storage Tank Inspection was conducted on 01/24/2017 by David Maloney and Judy Dolan of the Florida Department of Environmental Protection and Rafael Perez, Maintenance Mechanic with Miami-Dade Police Department Facilities Section. The facility had one 1,200-gallon steel double-wall emergency generator aboveground storage tank (AST) with aboveground piping. Registration did not identify a 1,200 gallon AST. The Generator was a Baldor with a JRS belly tank. Fill port was not API color coded. The emergency generator tank had what appeared to be a direct reading tank gauge, but no documentation was available at the time of inspection to confirm that this was a direct reading tank gauge. The AST fill pipe, spill containment bucket and exterior of the tank showed signs of rusting and pitting. Monitoring records were not available. Certificate of Financial Responsibility was not available. Placard was available and tank count was correct. Annual Operability Test was not available. The department recommends cleaning, painting and sealing all rusted areas on the AST system. Violations have been sited and must be corrected within 30 days. Stage 1 poppet valves appeared functional; lids had proper API color coding. STP SUMPS/PIPING: Inspected 2 sumps fiberglass; all were clean/dry with no obvious integrity problems. Secondary piping air test boots loose and pulled back. LLDs present. Veeder Root sump sensors in proper position. DISPENSERS: Inspected 6 dispensers; liners green/plastic clean/dry with no obvious integrity problems; all shear valves appeared to be properly anchored. MONITOR: Veeder Root TLS 350. All functions normal.
