Power Secure of North Carolina installed the emergency generator in June 2006,and is also providing remote monitoring of the release detection. No notification was provided to the local program office prior to the installation activities being initiated. Release Detection- Interstitial Space alarm - Double Walled Tank & Visual Inspection of AST System. Overfill protection - Battery powered alarm device (dead battery at the time of inspection) which clamps onto the outside of the visual mount fuel level gauge. The battery was replaced at the time of inspection and the alarm functioned properly. and the overfill alarm functioned properly. 1.No time frame could be given as to when product was placed in the storage tank system. 2. The remote sensing system was functioning properly during the inspection at the facility, and the signal was verified by Power Secure at the remote location by phone. 3. There were no visual monitoring records available nor provided onsite during the inspection. 4. There were no answers provided for the following questions: 1. Notification to the County? 2. | Description: | Performed physical inspection on 4/14/10. Release detection method for AST#1 is monthly visual inspection of AST, secondary containment (lined dike field), piping (including interstices where piping penetrates berm), fill area, and monitoring impressed current cathodic protection sytem. AST, secondary containment, piping, fill area, and piping interstices okay. Cathodic protection rectifier readings were 2.4 amps, 18 volts. Annual cathodic survey was performed on 7/8/09 by Frank Greene of Mesa Products (NACE #6056). The tank fill area is concrete sloped to a drain which leads to an oil / water separator. There is also a painted steel spill containment box with a closed drain. Mineral acid tanks have Secondary Containment Certification: #2 dated 9/9/94 by Monty Beery, P.E., #5 dated 12/9/02 by Darrel Graziani, P.E. The piping exiting the bottom of tank #2 has some rust and should be scraped and painted. Tanks, piping, and secondary containments are otherwise okay. | ||||||||||
